Even at a simpler level, those co-factors that you need -- the B vitamins and minerals -- they make that happen. They set the foundation for energy production.
You can have toxic chemicals blocking mitochondria, too. Those are all components. I think the first component is low nutrition. They just do not have the nutrition.
